This project involved two interconnected tasks: to evaluate Protection International’s 2019-23 Global Strategy, focusing on programmatic outcomes and progress on organisational development and governance related to their decentralisation efforts, and to support the development of the 2024-28 Strategic Framework.
Our team combined the strengths of Realist Evaluation and Appreciative Inquiry to design a participatory, learning-focused evaluation that shifted the focus from organisational deficiencies to exploring what did and did not work well, for whom, to what extent, under what circumstances, and why.
Through its context-mechanism-outcome model, the approach was well-suited to exploring if, how, and why the agency and resilience of Human Rights Defenders, as conceptualised in Protection International’s 2019-23 strategy, had been strengthened.
Facilitation methods and tools were carefully designed to bridge the tasks, translating learning into organisational practices, increasing validation across stakeholder groups, and enhancing buy-in for the new strategy.
