This evaluation identified and qualified successes, opportunities for improvement, and the overall impact of current core Conflict Preparedness and Protection activities within the context of on-going conflict, characterized by the use of Explosive Weapons In Populated Area. Success was based on the extent to which initiatives limited civilian casualties and enabled quick recovery in the aftermath of conflict.
The evaluation focused on programmes in the Gaza Strip and Syria, the longest-running and most developed Conflict Preparedness and Protection programmes operating in active conflict environments, while drawing on learning in other contexts as needed.
Our team used a mixed-method approach, maximising opportunities for participation, triangulation, and validation. Conflict-sensitive data collection tools were adapted to suit the different contexts. For example, the understanding of the local contexts gained from the conflict analyses was used to direct the timeframe and the development of conflict-sensitive indicators, and flexibility and participant safety were prioritised in response to changing conflict profiles and dynamics.
The final report and collaboratively developed learning products were used to inform future Norwegian People’s Aid initiatives and the wider Humanitarian Mine Action sector and donors.
